We can’t bring any group to the election forcefully: Jitendra Dev (Leader of Madehshi People’s Rights Forum-Democratic)
We have requested them to come for talks time and again, so, rather than doing something if they do not come for talks we will concentrate on elections. The major issue for the time being is the election, so, we will go for the election even if they do not come for talks.
How can you go for election leaving a major force out or board?
Despite our genuine efforts if some political groups do not want to come for the elections due to their petty political interest we can’t bring them to the election forcefully so it is upto them whether to take part in the elections or not.
The major political parties should be maximum flexible isn’t it?
What type of flexible we should take as we have already shown our maximum flexibility. The wave of election has already gripped the country but they are trying to disrupt the election by raising various issues. How our flexibility works as they remained adamant to their stance?
The poll opposing parties have been expediting their activities, so, do you think election would be possible?
In democracy it is natural that different groups raise their concern. Some oppose the process, some remain neutral while some people support it, so, the process continues in the Democracy.
They even broke the sample ballot box for protesting the elections. How do you take the situation?
As I have already mentioned all these issues are natural in democracy. We might have to see many other issues. Even if they broke the sample ballot box they could not stop the election and they should not do that as well. As the mainstream political parties are going for the elections the process could not stop only due to protest of couple of political parties. In democracy they can oppose it but the election but could not defer it at any cost.
Why you are neglecting the CPN-Maoist?
The High Level Political Committee and the government made genuine efforts to bring all the political parties on board for holding the elections and will continue such efforts. So there is no issue of neglecting CPN-Maoist.
CPN-Maoist chair Mohan Baidya has been saying that they will sit for unconditional talks why you are not ready for unconditional talks?
Yes we are also saying unconditional talks. We are ready for holding unconditional talks.
You send the letter stating that please come forward for talks on condition of not disrupting the election slated for November, so, how it became unconditional?
Not only that letter, we had sent various letters and also held separate discussions with them. Rather than the letter sent by the HLPC, the main thing is that Maoist leaders have the thinking that the constituent assembly could not draft the constitution and the agenda of Constituent Assembly became outdated among others. They have been thinking to join hands with the former King under the veil of nationality. They have biased thinking so how can we make consensus with them. Why they have been forwarding different conditions for talks. They are not ready for talks not because of the HLPC and the Government but because of the ideological deviation of their party. All people should be aware of this.
It means there will be no talks with CPN-Maoist. Is it correct?
No we are ready to sit for talks but you can’t clap by a single hand. If they think that there is no alternative to the constituent assembly to draft the new constitution everything will be alright. Their intention of raising the demands which are not feasible to fulfill is that they want to disrupt the electoral process. Why they are not committed for the demands raised by Nepali people since more than 53 years (2007 BS)? We are hopeful that they will come forward for talks with positive intention and honesty.
How long do you wait them for talks?
The electoral process will not stop at any cost. In one way the electoral process will continue on the other way we will continue efforts for talks. The talk process will stop once there is a situation that technically we could not complete electoral process even if we make agreement with them. The electoral process has already started and it will stop only after reaching to the destination that means holding the elections.
How the process will reach into the destination amid this uncertainty?
There is no issue of not reaching to the destination as many political parties have been involved in the electoral process and people have been desperately waiting the elections. If any person is thinking that elections would not take place that is their mis-perception.
It is said that the major political parties, which are advocating for the elections are not interested for the election. What is your thought about it?
Among the four major political forces, I can’t tell about CPN-UML whether it is interested for election or not but other political forces are desperately working for holding the elections at the stipulated time. UML may not be interested for election due to internal conflict but I think the party will not oppose the elections if it is going to take place. There should be no dilemma that all the political forces are desperately moving towards the elections of the constituent assembly.
There is dispute within Madheshi parties isn’t it?
If there is no dispute democracy will not strengthen. I believe that there is no dispute in the tyrannical state. The discussion, dispute and interactions will strengthen democracy and it gives positive result rather than negative.
The Commission for Delineation of Constituencies said that the number of constituencies should not be increased, so, what is your response?
That will not be acceptable at any cost. If there are some constitutional obstacles, we should remove it by amending the interim constitution as we believe in democracy. The number of constituencies should be increased at any cost on the basis of population.
Why you are trying to sabotage the constitution for the sake of your political interest?
No we are not trying to sabotage democracy rather it is the need of the hour to make timely adjustment in democratic practices. Constitution is not the Bible or Kuran, which could not be amended, rather it should be dynamic. If the current problem is resolved while increasing the number of seats we should not oppose for it. The problem could be resolved if 15 more constituencies are added and no-one should oppose it.
Nepali Congress and CPN-UML have been opposing the proposal isn’t it?
Nepali Congress and CPN-UML has the tendency that they will not agree on the issues until and unless there is some movement. However, I am optimistic that they will reach into consensus on it otherwise we will launch agitation for it. People are ready for going to the agitation but we are controlling them as it might hamper the electoral procedure.
