Constitution without federalism inconceivable: PM
Rajbiraj, March 31: Prime Minister Dr. Baburam Bhattarai has said a constitution devoid of federalism could not even be conceived of.
Inaugurating the National Maithili Conference and the Third General Convention of the Maithili Federation in Rajbiraj today, the prime minister said federalism, republicanism, secularism and participatory democracy would be the defining features of the new constitution.
Stating that the peace process has reached the final phase in the six months of his tenure, he expressed the conviction that the peace process would materialise by the second week of April.
He described the decision made by the Special Committee for the Supervision, Integration and Rehabilitation of the Maoist combatants to complete the army integration process by April 12 as a historic step.
The prime minister, who also chairs the Special Committee, said 6,500 Maoist PLA combatants would be integrated into the national army and the rest would be adjusted in other security bodies.
Stating that he has been working day and night to give the constitution-writing a concrete shape, Prime Minister Bhattarai noted that intensive talks were being held with the leaders of different political parties for resolving the difficulties related to the federalism and the forms of governance.
Describing peace, the constitution, good governance and prosperity as the primary goals of the present government, the prime minister expressed the determination to complete these goals come whatever.
“The process moved forward on Friday for the formation of the truth and reconciliation commission would prove to be a milestone for the peace and the constitution-writing processes,” the prime minister said.
He also said the ushering in of the federal democratic republic by displacing the centralized unitary monarchical feudalist polity is the biggest achievement ever in the country’s history.
The government was conscious and alert regarding the autonomy, self-governance and self-determination of the Mithila region, Prime Minister Bhattarai said.
