Cabinet endorses decision to take short-cut for drafting constitution

KATHMANDU: The meeting of the Council of Ministers has decided to amend the Interim Constitution of Nepal, 2007 thereby reviewing the procedure in which the constitution is promulgated.

Following the meeting on Thursday, Minister for Local Development, Top Bahadur Rayamajhi, said Article 70 of the Interim Constitution would be amended.

As per the Article 70 (1) of the amended Article 70, the preamble and articles of the new constitution should be presented in the Constituent Assembly before passing the constitution bill under the procedure of passage of bill in the CA.

While passing the Articles as per the Clause 1 of the Article 70, there needs to the two-third majority among the CA members participated in the CA.

Similarly, the Clause 3 of Article 70 provides that a proposal seeking the passage of Constitution Bill will be presented in the CA after passing the Preamble and all articles of the constitution.

Clause 4 is to mention that the proposal of seeking the passage of constitution bill as per clause 3 will be based on voting.

Moreover, the meeting formed a three-member probe committee under the leadership of former justice Krishna Prasad Basyal to investigate into the murder of Yadav Poudel. The commission will be given a month for investigation.

It was also decided in the meeting to accept 20 million US dollars of OPEC Fund under the Decentralized Rural Infrastructure Programme.

Similarly, the government is to provide 60 ropanis of land at Gamkhel, Kirtipur for the construction of republic pillar.

The government is to grant permission to hold Nepal-India Security Consultation meeting in Pokhara from 25-28 April.

It was also informed to the media that government would renew the labour agreement between Nepal and Korean Republic.

The Ministry of Culture will be allowed to sign agreement on cultural exchange between Nepal government and Russian Federation.

Moreover, the meeting decided to make public the report of encroachment of forest and community forest 2067. RSS
