Cabinet endorses army integration action plan
KATHMANDU: The cabinet meeting on Sunday morning has endorsed the action plan on integrating the Maoist combatants as prepared by the Army Integration Special Committee and lead political parties on Saturday evening.
The action plan has agreed to form a General Directorate under the Nepal Army to integrate the Maoist combatants and to integrate a maximum of 6500 Maoist combatants in the NA. The action plan has provisioned 9 months basic training for ex-Maoist fighters who are selected for officer level posts and 7-months basic training for those vying for general posts.
Upon successful completion of basic training courses, each of them will be entitled to 3-months bridge course as per their rank. According the NA regulations, an officer cadet has to complete 20-months and a soldier has to complete 9-months training course.
Regarding rank harmonization, the meeting has agreed to determine ranks of the combatants on the basis of NA standards and the seven point agreement.
The General Directorate will have Forest and Environment Security Directorate (FESD), Industrial Security Directorate (ISD), Disaster Management Directorate (DMD) and National Development Directorate (NDD) under it.
Of the total posts of General Directorate, FESD and NDD will comprise of 30 percent posts, and ISD and DMD will comprise of 20 percent posts. Minister Pun informed that final structure of the General Directorate and leadership will be decided after concluding the selection process.
The action plan has agreed to form two selection committees: one for the officer level and another for general entries. As per the understanding, the selection committee for the officer level ranks will be headed by the Chairman of Public Service Commission or by his/her representative, Special level officer of the NA service, special-level officer from the Defense Ministry, minimum three specialist on the issue selected by Chief of Army Staff will be its member and a first class officer of NA will be the committee’s Secretary member.
Another committee will be headed by second class officer of the NA Service, and will comprise of two specialists from the NA and an officer level representative from the PSC as its member, a third-class officer of the NA service as its member-secretary.
The action plan has also agreed to induct PLA combatants who normally-injured and those involved in human rights violation.
